hi a friend has the above scope a 16 power target scope .Or question is on how you focus it we turn the objective lens with all the numbers put cannot get a sharp focus thanks

The ocular lens may be
 

out of focus. The ring can be loosened and adjust by turning the entire eyepiece. Be careful not to let the eyepiece get too lose are you will lose the the gas filling.
