"Speer Reloading Manual Number Ten" (1979) doesn't have 140-gr bullet data, but you may split the difference between 130- and 150-gr charges with impunity.

IMR 4831, CCI-200, W-W case, 22-inch barrel, Max 54000 CUP:

130-gr: Min 54.0 (2787) - Max 58.0 (3053)
150-gr: Min 51.0 (2632) - Max 55.0 (2827)
