Default Making 20 vt brass

I have a Redding two die set, fl sizer and micrometer seating die. I have made 20vt brass by necking down Rem 221 fb.
For some reason I can’t figure out how I did that in the past.
Today I ran some 221 brass in to the fl die and ended up with a neck that’s partially sized to 20 cal, but the bottom third of the neck is not sized and the rounds won’t chamber.
I have only ever had this set of 20 vt dies and can’t figure out how I formed 20vt brass.
Help please.

Default Simple

Set the die so that at full stroke, the shell holder is tight against the forming die.

take the fl die and run it down till you've have a .204" neck.

Default 20vt brass

I figured it out
The sizing die is a bushing die
I did not have the decapping rod screwed down all the way.
It holds the bushing down
So the bushing was allowed to float up 1/8” or so when the case was fully up in the die.
That left a little bit of the neck not reduced to 20 cal.
I screwed down the priming rod, problem solved.
Thanks for the responses

Necking down, using a bushing die, you won't get 100% of the neck sized, there's always a small portion of the neck that doesn't get sized down.

Leave a little clearance in the bushing, allowing it to float for concentricity.

Will be interesting to see what others have found, I tried leaving some clearance and then held in place. I found that I had better results with the formed and then fire formed brass with no clearance, but with the bushing held down. So I guess I am asking for thoughts or a poll of loose or tight on the bushing.. Bill K

I screw it down until there is contact with the bushing, then back it off the least amount possible. Basically, I want the bushing to be able to center itself while sizing as much of the neck as possible.

As far as the bushings themselves.... I was happy with both the plain and coated Redding bushings. Gave the bushings from Custom Reloading Tools (CRT) a try and now use them exclusively. My seat-of-the-pants opinion is that the transition from die to bushing has a better feel when forming brass.
