I would say a loaded case +.003, my 20BR is a loaded case +.0015 and works just fine. Larry

My chamber neck was cut .232 by Bob Green and I went to the .227 bushing to get a nice consistent case neck grip. For what is worth, in my rifle. Bill K

If you have consistent .228 necks loaded then a .230 chamber is fine. If you want it a little loose then go to .232, it will simply work the brass a little more when you have to size it back down. My fired brass in the 20BR will still hold a bullet finger tight. Larry

I built a 20 Vartarg last winter using a .232 neck reamer. I'm using 17 Fireball brass with Hornady dies, I'm getting getting a loaded diameter of .230 to .231...a little tighter fit then I had hoped...I don't know if using .221 would be better or not, can't find any to try. The rifle does shoot...you will like it...Doug G.

I measured some Lapua and Norma 221 brass.
.0130 Lapua neck thickness.
.0120 Norma neck thickness.

Lapua would give you .002 total clearance in a .232 neck.
Norma would give you .004 total in a .232 neck.

Don't have any Remington 221 brass to measure.
Brass will vary from lot to lot, and brand to brand.

There is no best answer, but for a true no-turn neck, I think your safe bet would be a .232 neck.
Even then, it would also be a good idea to mic loaded rounds before shooting.

Depends on what brass you end up using.
"New" Remington .221 Fireball necked down to 20 was pretty consistant. Fired and necked down was all over the place.
I went with a .234 neck/zero freebore reamer so I didn't have to worry about neck turning.
I had issues with some rounds that wouldn't chamber because of the neck size so the .234 neck reamer solved that problem.
Never bothered to measure the neck thickness. The OD was too fat so the reamer took care of that.
