I sacrifice a piece of unprimed brass and cut a V in the neck. I start a bullet in the neck then measure. Then I chamber the round and remove it carefully and measure again. This will give me the measurement to the lands most times. If I use a different bullet I do it over. It is tight enough that the bullet slips into the neck easily but not enough to stick in the lands.
