I just got a box of the new 17 Hornet factory ammo today and after reading this thread decided to measure it. .0615-.0640 with 18 of them measureing
.0625. GHD

Were any of these different from one side to the other side of the rim?. 25 thou difference over a batch of 100 is quite a lot I would think.

Sounds like there is something in this idea.

It is .0025, not .025. They are also cupped, not flat.
