If the brass is properly annealed, full load fire forming will not cause brass to split at the neck or case shoulder. If the brass is not annealed properly, this indeed can happen with any attempt at fire forming, reduced or full loads.

And seating a bullet long has relatively little effect on how brass forms. If stretching is or might be an an issue, use a false shoulder on the brass to hold the cartridge in place. That is far more effective than jamming bullets.
