I've never heard of woodchucks having any plagues. Most I shot as a kid, didn't even have fleas - that I noticed, even when skinning them.
Over the years, that is one thing California has not had much of. But other states with PD's sure have. Which is not a good thing for any state or area.

Dad being raised on the dirt farm among the prairie dogs.

Used to say: "the plague is the ranchers best friend when it comes
to pr/dogs".

One thing for sure is you sure don't want to catch it!

I've seen lots more fleas on coyotes than p/dogs.

We used to carry a can of spray and trash bags. Once they were
stuffed we'd spray heavily inside then tie it closed. By the time we
got home and ready to skin the stinking things all the fleas were dead.

Then we just had to be concerned about what the spray might do to us.
