37gr 17 caliber at 3800fps

17 caliber 37gr.bullets should use a 1-6 twist but over 3500fps they come apart.If you were going to load for 3800fps couldn't you use a 1-8 twist.It would slow down the RPM .Fast twist is for slow heavy bullets ,so if you have a fast heavy bullet couldn't you use a slower twist a 1- 7 or 8 or 9 ?
